FINES        
. .Certain violations are not subject to warning prior to a fine; illegal cutting trees and
dumping of any kind are automatic fines of $500,00 for each violation beginning with
the first. in addition, any violation for which signs have been posted-which includes
but may not be limited to the following; speed limit, stop
signs, visitors and contractors registering and-parking on any roadway will incur a
fine for every violation with no warning given. Warnings will not be given for
violation of the Architectural committee's policy on
submitting plans.        

FINE STRUCTURE
$25.00 per Offense.        

Fines will be given accordingly unless 'otherwise posted in these Rules and
Regulations,
,        
Fines will be levied daily, on ongoing violations, until in compliance.

Any infraction or safety issue not listed will be subject to a fine as determined by
the Board of Directors.

APPEALS                           

Anyone receiving notice of a fine may appeal such fine to the Grievance/Appeals
committee by notifying the EPOA office, in writing, of such intent. An appeal must
be filed within (15) days of notice .of a fine, The appeal will be acknowledged within
fifteen (15) days, A hearing will be scheduled as-soon as possible.

DOCKS
No trespassing on the fingers of the slip, only registered slip owners; their guests
and authorized personnel
are permitted on the fingers.

Slips are to be used, rented, or owned by Escape Property Owners only;
'All boats must be removed from the shoreline by the designated date.        .   .         
Maximum length of boats permitted is twenty four (24) feet.,

No swimming, sunbathing or picnicking on or from the boat docks

Fishing (from the docks) only permitted up to the first finger of each set on the
shoreline.

All boats utilizing the dock slips must be registered with the office and possess a
current EPOA identification.                                                                                    

Docks must be kept clear.    

Gas cans must not be kept oh the docks for any reason.        

FIREARMS
No loaded firearms are to be carried on EPOA property by any persons except
persons granted permission to carry guns by a governmental agency.

No discharging of firearms or hunting in the Escape Community including pellet
guns, BB guns, bow and
arrows and sling shots. Fine - $500.00        

FIREWORKS
The association prohibits the use, detonation, display or possession of illegal
fireworks by property owners, their renters or guests anytime and anywhere within
the boundaries of the community.  Fine - $100.00

GENERAL RULES
All trash containers must be removed from the street edge on same day as
pickup,                                                                                                                                   
No unruly noise after 11 pm or before 7 am.

Contractors and use of heavy, construction equipment is permitted only after 7 am
and before 7 pm (April to October and after 7'am and before 6 pm (November to
March) Monday through Saturday. No contractors are permitted to work on Sundays
aad Holidays. In case of extreme emergencies the above restriction will be waived.

All contractors hired by EPOA members/residents must register in the EPOA Office
before performing work on personal property.        

Use of construction equipment by a property owner is only permitted after 7 am and
before 7 pm.

No signs of any description except for property signs, security signs and
contractor's signs (only while work is being performed) shall be displayed on any
property.

No underage drinking or drug use allowed in any of the common areas.

No burning of garbage.'        

No unattended burning allowed

All burning must be done in an enclosure with water at attendant's side.

Contractor's burning must follow Pike County's "controlled burn" ordinances.

Any property owner who wishes to do a "controlled burn" must follow Pike County's
"controlled burn" ordinances.        

All "controlled burns*' planned must be reported to the EPOA Office.

No littering anywhere on Escape grounds,

Abusive or offensive language orn EPOA property is not permitted.

No children (under 18 years) .are allowed in the Marina Building after 7:00 pm,
unless accompanied by a property owner.        

No children (under 18 years) will be allowed in the common areas after 10:00 pm.

Recreation Area (including Basketball Court) closes at 10pm.        .

No loitering is permitted after closing.

No children under the age of eight (8) years are allowed in any of the common areas
without proper 'supervision.        .                                                                                .
No wasting of water

Property owners must submit plans to the architectural committee for approval
before they begin to make any changes (improvements) to the exterior of their
homes or their property. Fine - $250.00 (New
Construction) $100.00 (All Others)        

RENTALS   
All Landlords must register then- tenants by January 10 of each year. Fine — 75.00
per landlord, non-compliance by Feb. 20 of each year will result In additional fines.

Annual rental registration includes an annual fee, an EPOA Renters Information
Form and a copy of the lease or rental agreement.                                                   

All property owners who rent their property must file with the EPOA Office an EPOA
tenant registration form at least 5 days prior to occupancy.     

All property rented can be rented as a single-family residence only. Commercial
renting is not permitted.

GUESTS/VISITORS  

All visitor's vehicles must be registered with the EPOA office and display a visitor's
pass. A visitor whom arrives after office hours must report their name, vehicle and
property visiting to the EPOA answering service and pick up a visitor's pass on the
following day that the EPOA office is open.        .       ,

MOTOR VEHICLES

All vehicles must have current EPOA Identification by March 15"1 of each year.

No unregistered, unlicensed, uninsured or non-Inspected private motor vehicle snail
be stored or maintained on owners or any part of the Escape property.        

Speeding is prohibited within-the- community.

Reckless driving is prohibited within the community.

Commercial vehicles exceeding 12500 Ibs. Are excluded from the community
except for deliveries or rendering normal services.        

No street parking from November 01 to March 31" is permitted.

No vehicle shall be parked on the road, at any time, to impede the flow of traffic or
the access of emergency vehicles.

Operating all vehicles after dusk without lights is prohibited.

Operating vehicles without a current driver's license is prohibited.
PA Motor Vehicle Laws will apply.        

PETS

Pets must be kept on the property owner's site when not being walked.

Pets being walked must be leashed.                             .       .

Pet owners are responsible for cleaning up after their pets.

Pets are not permitted in the pool areas, tennis courts, Marina Building, or EPOA
Office.

Incessant barking of dogs is not permitted.                                                                  

RECREATIONAL VEHICLES        

Golf Carts/Go Carts must supply proof of current liability insurance and must be
registered annually with -   the Escape office before such vehicle is'operated on
community property.

Minimum age of Golf Cart/Go Cart operator is 14 years.       

The maximum number of persons on a golf cart is 4 unless commercially
manufactured for more.

All persons on a Golf Cart must be seated.        

All ATVs,-and UTVs must supply proof of current liability insurance, current state
registration and must be registered annually with the Escape office before such
vehicle is operated on community property.

Minimum age of all ATV and UTV operators is 14 years with safety certification or 16
years without.safety certification.                                                                               .
Passengers on all ATVs 'and UTVs are allowed in accordance with PA State and
Manufacturers regulations. All persons operating or riding on ATVs; must wear a
helmet.
                                                                                                                                         Flags
should be attached on the rear of the above-mentioned vehicles and must be in a
raised position at all times. Flags can be acquired from the office for a nominal fee.

Operation of the above-mentioned vehicles is 5:00 am -11:00 pm.

Vehicles shall not be operated on any EPOA area not designated for vehicular use,
with the exception of trails to the lake.   

No joy riding on trails between the lake and Marina Building.

All persons riding bicycles must obey PA Laws (ie: Riders under 12 years of age
must wear helmets)

All vehicles, if operated after dusk, must be equipped with headlights and taillights.

All vehicles must obey all traffic signs.

Only commercially manufactured products are allowed; which have not been
modified beyond the stated limitations of said
manufacturer,                                                   

No homemade, self-constructed vehicles of any type are allowed.        

Snowmobiles are not allowed to be driven on EPOA property.

Any operator guilty of 3 violations will lose their privileges to operate any
recreation vehicle for 30 days.        
Operation while privileges suspended. Fine-$100.00

SWIMMING
No entry to the pool area is permitted when the pool is closed.
No running, pushing or other dangerous activities will be permitted in the
pool area. Conduct adversely affecting the pleasure and safety of others,
including the use of loud radios or foul language is prohibited.
No child under the age of 12 will be permitted in the swim areas unless
accompanied by a responsible person.
Clothing other than bathing suits (such as cutoffs) shall not be worn in the
pool. Changing of clothes can only be done in the bathhouse or restroom.
No glass bottles or alcoholic beverages will be permitted in the swim areas.
Socializing with or otherwise distracting a lifeguard while on duty is
prohibited.        .
No swimming in pool without a lifeguard on duty,        
All persons entering the pool area must possess current EPOA
Identification.        
The Lifeguard, Manager or Code Enforcer will enforce pool violations.

TENNIS COURTS               
Tennis players will vacate the court after one hour of play if other players are
waiting. No eating, drinking of alcoholic beverages or glass containers on the
tennis courts. Only players actually engaged in play may be on courts.
